What?
IRC is an acronym for Internet Relay Chat. It's similar in function to Instant Messenging, in that it allows one to chat with other people via the Internet in real time.
Where?
FCMidi's official IRC channel, the aptly-named #fcmidi, resides on the server known as irc.kbfail.net.
How?
To connect to an IRC channel, you'll need only two things: a functioning Internet connection (check) and an IRC client. Popular standalone IRC client programs include mIRC and XChat. Alternatively, some multi-purpose IM clients include IRC capabilities as well; examples include Pidgin and Trillian. There's also a FireFox plugin entitled ChatZilla.
Once you've obtained, installed, and started up your IRC client, connecting is the easy part. The program will prompt you for a server to connect to; enter the server name listed under "Where" above. When the client has connected, join the channel by entering the following command:
...and voilá!
Who?
In the channel, you can expect to see and interact with various members of the community, from the ubiquitous Izzhov to the sarcastic Damian to the mysterious rock legend JK9000.
When?
The channel is always up and running, so you can join and chat anytime! In fact, some users are so mind-blowingly hardcore that they leave their IRC clients connected ALL THE TIME. So there's always* someone to chat with!
* Unless, that is, said users happen to be asleep at the time.
Why?
Because, as previously mentioned, you get to chat in real-time with the FCMidi greats, and that makes you a man**.

We did have one, way back in the day. It didn't fare terribly well because the only people who frequented it were Dave and Damian. 
That said, I'm willing to take another stab at it, if only because I always have an IRC client (Pidgin) running these days anyway, as opposed to back then when I had to go through all the extra hassle of opening mIRC.

Please let's not go to Espernet again.
I nominate irc.windfyre.net because I already go there and it would save me some conceivable effort.
I'll be hangin' around in #fcmidi there, if we feel so inclined. What we need to do, though, is get the point across to people that they need to idle and leave their client running most/all the time.

I did just make a new one. If we decide to use it. I didn't register the channel or anything, I'll leave that to Kevin since it's his, but I am hanging around in the empty channel.

Well, I don't leave my computer online all the time anymore (there's just something about having to pay my own electric bills ), but I'll have the channel up whenever it is on -- read as: whenever I'm at home and awake.

I guess its time to start up chatzilla again; the only times I use it are when I need to either talk to someone in my zeldawiki channel (Yes, the site Kaos admins is the site channel I own) or need to moderate it because something happened. Be right there.

Hey guys this is exactly what doesn't need to happen. IRC, especially when channels are just starting out, is populated by people idling (I idle 24/7), that is they aren't always there. Don't join and get disgruntled and leave after like five minutes. If ALL OF US can communally choose to idle in there and check back, eventually some kind of typical schedule will work itself out and we will have a thriving channel.
That said, I think we need to mass-PM to help get the word out to people or something. If we got the entirety of our forums to use IRC, I think it would be great awesome.
PS Lynk it probably doesn't help much that you came at 6am my time, 3am pacific time...
